The buffer zone is defined as a designated area that allows for the creation of a layer of protection around the core site. Buffer zones are used to control the urban development which would significantly lessen the value of the core site.

In the case of the San Pablo Heritage District, it is recommended that the buffer zone encompass the first blocks on either side of Rizal Avenue. This is not only to preserve the character of the area, but also to conserve the views and the building heights that may affect the area in the future.
